Moving to Serbia with a child: a checklist of documents and first steps
Moving to Serbia with a child comes down to two parallel tasks. The first is legal and practical: residence status, registration, insurance, kindergarten or school. The second concerns the child, who needs to keep a familiar rhythm, sessions and support from specialists. Below is a checklist based on official Serbian sources, and what we could not confirm is turned into questions for authorities and institutions. The article gives no legal advice, so confirm dates and documents on government portals.

Moving to Serbia with a child: where to start and in what order
A convenient order is this: documents and residence status first, then registration, insurance and a chosen pediatrician, then kindergarten or school and, finally, therapy and support. Keep in touch throughout with the specialists who already work with the child.
- Before the move. Gather the child's documents, medical reports, therapy records and school papers, and find out your residence status.
- First 24 hours. The receiving party, such as the landlord, files the foreigner's registration of stay.
- First weeks. Insurance, a health card and a chosen pediatrician, if there is a basis for them.
- First months. Kindergarten or school, developmental counseling, continuing or restarting therapy.
- Then, if needed, the interagency commission, assessment and benefits.

Each step is covered separately below. Details on the hardest topics are in neighboring articles, so they are not repeated here in full.
What to gather before moving to Serbia: a document checklist for your child
It is better to put the folder together before you leave, since some papers are harder to get from another country. You need proof of identity, health, schooling and therapy in hand.
- Passports of the child and parents, and the child's birth certificate.
- Documents confirming the basis for stay, such as a permit, an invitation or a contract.
- Medical reports, discharge summaries, vaccination data and a list of the medication the child takes.
- Reports on assessments and developmental evaluations, if there are any, with originals and translations.
- School and kindergarten papers: attendance certificates, references, support plans.
- Therapy records: the specialist's final report, the current program, data on goals, videos of the child.
- Contacts of the specialists who worked with the child, and their consent to pass information to new specialists.
Whether certified translation of medical documents is required in Serbia, and in what form they are accepted, we could not confirm from a primary source. For school documents, the welcometoserbia.gov.rs portal names translation by a court interpreter in Serbia as part of recognizing foreign school documents. For the rest, put the question to the specific institution before the visit.
Residence in Serbia for a family: what is known from official sources
The rules depend on citizenship, so there is no universal answer. The government portal welcometoserbia.gov.rs explains that the visa regime depends on the country whose passport a person enters with, and points to "My guide to entry, visas and stay".
What the portal states:
- For a stay of up to three years, a D visa or a temporary residence permit is needed.
- Family reunification is named as one of the bases on which you can apply. The set of documents differs for different family ties.
- Temporary residence is first granted for a period counted from the date of the application, for up to three years.
- An application for extension is submitted no earlier than three months before, and no later than the end of, the current permit.
- If the application is submitted on time, you may remain in the country until the administrative procedure ends.
- An application must be submitted during lawful stay in Serbia.
- Electronic applications for temporary residence are handled by the portal eforeigner.welcometoserbia.gov.rs.
In special cases the portal advises contacting the police department for foreigners at the place where your address is registered. We do not go through the bases, amounts and specific documents for every situation here, and we give no legal recommendations. For complex cases it is sensible to consult a lawyer in Serbian migration law.
Registering your stay in Serbia within the first 24 hours
The receiving party files the registration of a foreigner's stay, and the foreigner does not do it personally. According to welcometoserbia.gov.rs, those who provide paid accommodation and those whose foreign guests stay with them must submit the stay data to the competent authority within 24 hours.
- Hotels and other accommodation providers submit data electronically through the eTurista application.
- Other individuals and legal entities submit data through the eUprava portal.
- If you rent a home, ask the landlord who files the registration and when, and keep the confirmation.
Health insurance and a chosen pediatrician: first steps in Serbia
A child receives insurance from the state fund RFZO as a family member when one of the parents is insured. According to welcometoserbia.gov.rs, children under 18 are included in insurance as family members, and foreigners during temporary stay have the right to emergency medical care.
Working foreigners are insured through an employer, and entrepreneurs pay contributions themselves. Insurance works when contributions are paid regularly and the health card is validated. Voluntary private policies add coverage on top of the compulsory scheme, and they are chosen at your discretion.
A detailed account of the bases for insurance, documents and questions for the fund branch is in health insurance in Serbia for a child: what RFZO pays for. Once insurance is arranged, choose a pediatrician at the health center where you live, because the pediatrician issues referrals to specialists.
How to choose a neighborhood and a home when your child needs support
When choosing a home, take into account the school catchment area and a nearby health center, because enrollment in school and the interagency commission depend on where you live. By law a school must enroll every child from its own area, and a child from another area is admitted on request if capacity allows.
- Find out which school the address belongs to before you sign a lease.
- Check how far the health center is, where you will register with a chosen pediatrician.
- Ask the municipality which interagency commission is responsible for your address.
- Factor in the journey to specialists your child will visit regularly.
- If a quiet setting matters, assess noise in the building and the yard.
How to find specialists and get an assessment after the move
If a child needs a developmental assessment, you go first to the chosen pediatrician, then to developmental counseling or a diagnostic team. The steps and a list of institutions are in autism in a child in Belgrade: where to go if you suspect ASD.
For a child who already has a diagnosis, bring the documents with you and ask the new doctor to add them to the record. If you need a speech therapist nearby, the article speech therapist in Belgrade for a child: how to choose and what to check helps.
Kindergarten and school after moving to Serbia
By Serbian law a foreign child is educated on the same terms as citizens, and the preparatory program before school is compulsory and free in state institutions. Enrollment in first grade follows set dates, and the request to choose a school is submitted no later than 1 February of the enrollment year.
- If you move mid-year, first ask the school or kindergarten how children are admitted outside the usual dates.
- School documents from another country may need recognition at the Qualifications Agency.
- If the child does not know Serbian, the institution must organize learning Serbian as a foreign language.
- If extra support is needed, the interagency commission assesses it, and the assessment does not delay admission.
All these steps are covered in detail in kindergarten and school in Serbia with autism: commission, IEP and support.
Disability and benefits for a child after moving to Serbia
The right to benefits and the way they are arranged depend on the family's status and on the decisions of the center for social work. We do not repeat the conditions here and point instead to a separate guide, child disability in Serbia for foreigners: which benefits are available.
How to keep therapy continuous during the move to Serbia
Continuity rests on three things: handing over information, a steady rhythm and a clear plan for the first weeks. A move changes the setting, and Serbia's national guidelines remind us that skills learned in one environment do not always carry over to another, so transfer has to be programmed separately.
- Before you leave, ask the specialist for a written final report and the current program with data.
- Agree who will see the child during the transition and in which format.
- In the first weeks, reduce the number of new goals and keep familiar routines.
- After two to four weeks, repeat the skills assessment in the new setting and adjust the program.
- Tell new doctors, educators and teachers what works for the child, and show them short videos.
If your child needs a skills assessment, read VB-MAPP: what it is and why therapy does not start without a skills assessment. And if you are unsure how to structure the work when changing countries, an ABA specialist online abroad: what to do if nobody is nearby helps.
How to prepare a child for a move to another country
A child is calmer when they know in advance what comes next and can see it in pictures. A visual schedule of the move, photos of the new home and neighborhood and short predictable rituals on the road all work well.
- Make a simple visual schedule of the move with pictures of the stages.
- Show photos of the new home, the room and the neighborhood in advance.
- Take favorite items and familiar activities on the journey.
- Plan the trip with sensory load, breaks and quiet places in mind.
- In the first days, do not change the usual order of sleep and meals more than necessary.
If your child sometimes becomes sensory overloaded, sensory overload in children: what to do will help. For parents, the guide to the first 30 days after a diagnosis is also useful, because many of its steps fit the first weeks in a new place.
Medication and prescriptions when moving to Serbia
If your child takes medication, do not stop or change it without a doctor, even when it is hard to find the right product. Gather discharge summaries and the names of the active substances in advance, so that a local doctor can prescribe a suitable option.
- Take a summary or prescription with the name of the drug, the dose and the active substance.
- Ask the doctor what can replace the drug if it is sold in Serbia under another name.
- Keep a reserve of the drug at first, so intake is not interrupted in the first weeks.
- Discuss with the doctor how to arrange a prescription and where to fill it, before you leave or right after arrival.
A plan for the first 90 days after moving to Serbia with a child
It is easier to divide the first ninety days into three stages, so you do not try to do everything at once. The main principle is to settle the legal and insurance questions first, and then gradually bring back the child's familiar rhythm and support.
- First week: registration of stay, housing, a basic daily routine, getting to know the neighborhood and the nearest health center.
- Weeks two to four: insurance, a chosen pediatrician, appointments with the necessary doctors and calls to kindergarten and school.
- Second month: submitting documents to kindergarten or school, developmental counseling, a repeat skills assessment and program adjustments.
- Third month: checking how the new rhythm works, deciding on the frequency of sessions and, if needed, applying to the interagency commission.
Common mistakes when moving to Serbia with a child
Families most often lose time over postponed simple steps, and the hard questions matter less. These mistakes are easy to avoid, easy if you know about them in advance.
- Putting off documents and translation until the moment they are urgently needed.
- Pausing therapy for months until the family settles in.
- Waiting for a diagnosis before booking a skills assessment or a consultation.
- Not checking the school catchment area before choosing a home.
- Relying on advice from chats instead of official portals and requests to institutions.
- Not recording whom you spoke to and when, and not keeping confirmations.
How our sessions help keep continuity in Belgrade and Novi Sad
At the time of writing (October–November 2026), our specialists hold sessions in Belgrade and Novi Sad. Sessions are in person, at the family's home, and we mostly work with children from one to 10 years old. The hybrid format, where in-person visits combine with online support, is convenient during a move because it helps keep the program going.
- Formats: in-person sessions, online support and a hybrid format that combines in-person visits with remote support.
- Sessions are led by Yulia Kozlova and other specialists of the center.
- The session language matches your family's language, and we add Serbian if needed.
- At the time of writing (October–November 2026), about five families in Serbia receive in-person or hybrid support.
- We state the cost at the consultation, and booking is through the website.
- The center's activity is registered in Serbia, and the details are at the bottom of the website.
If you are only planning the move, you can start with online support and add in-person visits after you arrive. Our format is described in more detail in ABA therapy in Belgrade and Novi Sad: in-person home sessions and online support. For the broader picture across the country, see the overview of ABA therapy in Serbia and Montenegro.
