Autism disability status in Ukraine: procedure and documents
Autism disability status in Ukraine is arranged through a medical conclusion ("медичний висновок"). The doctor who follows the child prepares the papers, and a medical advisory commission (LKK) at a children's health facility sets the medical indications. The conclusion is issued in two copies: one goes to the Pension Fund of Ukraine, the other stays with you.
If you have only just heard the diagnosis and are now collecting papers, it makes sense that there is little energy left for paperwork. The procedure has also changed: amendments introduced by the Ministry of Health order of 10.11.2025 No. 1697 have applied since 26 January 2026. Below is what open sources confirm, with no promise of any outcome. Check the exact requirements with your own doctor.

Autism disability status in Ukraine: who issues the medical conclusion
The LKK of the health facility where the child is followed sets the medical indications. The commission examines the child in person. A primary care doctor, meaning a family doctor or paediatrician, prepares the papers: they collect the data and refer the child to the commission. You can read how the procedure for issuing the medical conclusion on a child with disability under 18 is built in the document text on the Verkhovna Rada website.

Autism is coded in block F84 of ICD-10, so that is the code you will see on the papers. The diagnosis alone does not decide the status, the commission does.
Which documents are needed to apply for a child's disability status in Ukraine
Materials for parents most often name this set:
- identity documents
- a photograph of the child
- a consultative conclusion from a specialist (form 028/о)
- an extract from the inpatient record if the child was treated in hospital (form 027/о)
- the medical conclusion itself on form 080/о, which the commission completes.
This comes from reference materials for families and the list of forms, so the exact list depends on the facility and the current version of the procedure. Ask the doctor for the current list in writing.
How long is the conclusion valid and when is a repeat examination needed
A repeat examination must take place no later than one month before the conclusion expires. As a child nears 18, they are referred for an assessment of daily functioning, but not earlier than two months before that age. Parent chats often mention subgroups A and B. We do not retell their criteria here, to avoid distorting the text of the order: read them in the document itself or ask the commission.
The changes to the procedure are summarised on a primary care centre page, which also says the form of the conclusion was updated.
Where to start applying for a child's autism disability status in Ukraine
Today, book a visit with a family doctor or paediatrician and ask three questions: what the current list of documents is, which specialists need to give consultations, and when the LKK meets. Or at least jot the questions down in your phone so they do not vanish in the doctor's office. Keep copies of every paper in one folder and note the dates of visits.
If there is no diagnosis yet and you are still looking for where to go, begin with where to go if you suspect autism. If the diagnosis is already made and you do not know what to grab first, the step-by-step plan for the first 30 days will help.
Do you need disability status to start ABA therapy for autism
No. The official status concerns state support, and sessions can start in parallel. ABA consultations do not require a disability document, which is covered in the article do you need an official diagnosis for therapy.
Open data on commission waiting times by region is scarce, so the article has no figures. If you have already been through this and can share your experience, write to us and we will add it.
