ABA therapy in Dubai: does insurance cover it and what does it cost
ABA therapy in Dubai is not always covered by insurance, and not in full, while the price of a session at private centers starts, by open data, at roughly 250 dirhams. The official benefits table of Dubai's basic health plan does not name ABA, so coverage depends on your specific insurance plan rather than a general rule. Below is what the documents show, what changed in claims rules from November 2025, and which questions to put to your insurer before the first session.

What changed in Dubai health insurance rules from November 2025
The Dubai Health Insurance Corporation (DHIC), part of the Dubai Health Authority, issued a new directive on claims management. According to the Al Tamimi law firm summary, it has applied since 16 November 2025. A provider must file a pre-authorization request within one hour of the physician's order, and the insurer or administrator must respond within 6 hours for elective outpatient services and 24 hours for elective inpatient ones. Claims go through the eClaimLink system, and late submission carries a fee of 0.03% of the amount per day.
Keep expectations realistic. This directive regulates procedure: deadlines, electronic filing, responsibilities. It does not widen what your plan covers. If your plan has no developmental therapy, a refusal will come faster or slower, but it will not disappear. We could not find the full directive text in open access and rely on the Al Tamimi summary, so check timing details with your clinic and insurer.
What the DHA basic plan says and what you need to apply
The only official document on benefits that we could verify is the Essential Benefits Plan (EBP) table of benefits under DHA directive PD 01/2021. What matters for a family:
- an annual limit of 150,000 dirhams per person and 20% co-payment on outpatient services;
- a GP referral (electronic e-referral) is needed to see a specialist;
- physiotherapy is capped at six sessions a year;
- exclusions: mental health conditions, both outpatient and inpatient (except emergencies), and services and educational programs for people of determination, including developmental disorders.
These exclusions mean that on the basic plan you should hardly expect ABA as a separate service. Many families buy plans above the basic level, where terms differ by insurer. So instead of general claims, it is more useful to get an answer for your exact plan.
What is usually asked for: a referral from a pediatrician or GP, a specialist report with the diagnosis (typically with the ICD-10 code F84, autism spectrum disorders), a therapy plan with the number of sessions, and pre-authorization. The exact document list is set by the insurer, so ask in writing. If there is no diagnosis yet, start with the first 30 days after a diagnosis.
What ABA therapy costs in Dubai without insurance
There is no single price list. An international ABA company states on its UAE page a session range of 250 to 600 dirhams (about 70 to 165 US dollars) and comprehensive programs at 50,000 to 150,000 dirhams a year. That is a provider's public page, not an independent study, so treat the figures as a guide and ask a specific center for an itemized quote.
The spread comes from who works with the child (a behavior analyst or a technician), how many hours a week the program runs, and whether supervision is in the price. We covered these in what ABA therapy costs, and questions for the center itself are in the list of 12 questions for Dubai.
What to do if insurance does not cover enough hours
- Ask the insurer for a written answer: does your plan cover ABA, which diagnostic codes and documents are required, what are the annual limit and co-payment, and is pre-authorization needed.
- Ask the center to request pre-authorization itself and tell you the result in writing before the course starts.
- If coverage is partial, compare how many hours a week it gives with how many the skills assessment suggests.
- Consider a mixed format: in-person sessions within the limit and remote ones for the rest. How this works is described in working with an ABA specialist online and in the research on online ABA.
