TELK and disability benefits for autism in Bulgaria: what parents need to know

TELK (Teritorialna ekspertna lekarska komisiya) is the territorial expert medical commission that officially establishes a child's degree of reduced working capacity and opens access to state support. For many families encountering the Bulgarian system for the first time, the abbreviation alone sounds intimidating, but it's essentially a standard administrative procedure with clear legal deadlines, not something that depends on luck.

How the assessment works

The process doesn't start at the commission itself but with the child's family doctor: the pediatrician or family doctor prepares a referral and gathers copies of all documents related to the diagnosis, after which the document package is filed with the TELK office at the family's place of residence. A notice with the date and time of the child's in-person examination by the commission follows. Under the official assessment procedure, the commission is required to review the case and conduct the examination within three months of receiving the complete document package. After a decision is issued, the family has the right to appeal within 14 days if something in the wording seems unfair or doesn't match the child's actual condition.

One practical detail that's easy to miss: re-examination needs to be filed in advance, at least three months before the current TELK decision expires, otherwise the family risks going without benefits during the gap between decisions.

What a TELK decision actually provides

The exact package of benefits depends on the percentage and type of disability established, so it's worth confirming the precise picture for your particular child at the time you file, but according to the Social Assistance Agency and the official eGov.bg portal, support generally falls into four categories.

• Monthly financial support. The payment amount is set as a percentage of the poverty line and depends on the established percentage of reduced working capacity.
• Personal assistant or personal care support. This service is granted based on a separate individual needs assessment, not automatically together with the TELK decision.
• Property and car tax relief. With disability established at 50-100%, the tax on a primary home is reduced by 75%, and at 100% there's a full tax exemption for one car.
• Travel compensation and a free e-vignette. People with permanent disabilities are entitled to cash compensation for domestic travel costs and a free annual electronic road vignette.

One thing worth understanding about personal care support

Personal care assistance (lichna-pomosht.org) in Bulgaria is arranged separately from the TELK decision itself, based on its own needs assessment for the child, so having a commission decision alone usually isn't enough, you need to file a separate application and go through a separate assessment.
